The collective
decision of the Field Coordinators to close fields is not subject
to dissent by any Member of the League, Coach, Referee or visiting
coach or referee when the field is in use under use permits held
by the League or any Club.
The Field Coordinators
do not take these decisions lightly. Typically their first consideration
is to protect the condition of the fields for use for games throughout
the season. A much less frequent consideration is for the immediate
safety of players and others at the game – for example, lightning
may be a concern on some days even on artificial fields.
The Field Coordinators
have collective field management experience over forty years. Fields
are closed typically based on an on site inspection of a sample
of fields around the League. On game days, if there is doubt about
the status of fields, this activity is underway at 6:30 AM. It is
our intention to give one-hour advance notice of the closing of
fields. If the first game of the day were to be at 8:00 AM, the
fields would be closed for that game by 7:00 AM.
If fields are
open for practice, teams may choose individually whether to practice
or not. However, if fields are open for games, teams are expected
to appear. If both teams appear the referee may chose to cancel
a game for reasons of safety that may or may not be directly weather
related. If no official referee is present, coaches may agree to
cancel a game for safety reasons.
The rainout
status of any field, all natural grass fields or all fields will
be posted on the jlysl.org website. If there is no indication of
field problems on the Home Page and possibly more detailed information
on the Fields page, fields should be presumed to be open for scheduled
use. Parents, coaches and referees should visit this page one hour
before game time or 30 minutes before practice time to verify field
rainout status. Please note that fields may be closed at anytime
if there is precipitation or an increase in perceived risk of lightning
or even tornado. Under sunny, stable conditions rainout status will
not change from “open” to “closed” in the
middle of the day. unless an earlier instruction indicated you should
check back. Coaches without email access may check the JLYSL Rainout
Hotline.

PCCD Winter Fields Scheduling Procedure
The following is the process for the scheduling of PCCD All-weather fields at College of Alameda (COA) and Merritt College Stadium during the winter season, starting November 20, 2006 through March 18, 2007:
Any affiliated JLYSSL team can make a request for either practice or games. Sanctioned games will have priority over practices or scrimmages. Priority for practices or scrimmages will follow the schedule below. Teams that will be going to one of the CYSA-sanctioned tournaments noted herein will be given priority for practices and scrimmages in accordance with the Cup schedules. As an example, a team playing in the Founder’s Cup will be given priority over a team that will be playing in the later-scheduled Association Cup. However, if field space is available, all requests will be scheduled as space permits. For Winter 2006/2007 scheduling, the priority for field assignments is as follows: Nor Cal Cup Games – Class I (U11- U13) November 11-12 - Preliminary Round December 2-3 - Round of 16 December 16-17 - Quarterfinals, Semifinals, and Finals Founder’s Cup – Class IV (U12 - 14) December 9-10 - Preliminary Round December 16 – Quarterfinals and Semifinals December 17 - Finals AssocIAtion Cup – Class III (U11- U14) January 6 – 7, 2007 – Preliminary Round January 13, 2007 – Round of 16 January 14, 2007 - Quarterfinals February 24 – 25 – Semifinals and Finals State Cup – Class I (U11 – U13) January 20 – 21 Preliminary Round January 27 – 28 Preliminary Round February 3 – Round of 16 February 16 – 17 - Quarterfinals and Semifinals February 24 – 25 – Finals
Because of contractual obligations, the COA and Merritt Stadium fields will not be available for use as follows:
Thanksgiving Break: 11/23/06 -11/26/06 Christmas/New Year’s Break: 12/22/06 – 01/03/07
Team representative submits their request to the host clubs. For COA, all requests go through Alameda Soccer Club (ASC’s) field scheduler. ASC has an on-line request form. Please visit the ASC website at http://www.alamedasoccer.org/ . Click on the practice field request form and fill out. Please note at this time COA is not listed as an available field option. Simply note that you are requesting COA in the comments space. Once you have completed the form with the requisite information, click on the “submit” button and your request will be sent directly to the scheduler. In addition the requestor will also receive an email confirmation that their form has been received.
For Merritt College all requests go through Montclair Soccer Club (MSC’s) field scheduler. Requests for Merritt College Stadium are made via email to: fields@montclairsoccer. Assignments are handled on a first-come, first-serve basis, based on the priorities listed above. Field schedulers will make ALL reasonable and earnest attempts to accommodate all requests. Scheduler shall in no case unduly withhold any open time slots. In case of a schedule conflict final decision will be made by the league Field Coordinator. Once an assignment has been confirmed, a notification is sent out to the requester. Host Club Field Scheduler shall maintain an up-to-date master schedule and will post all field assignments on the http://www.mysoccerleague.com/ website. It is recommended that Requestors check the “mysoccerleague” website to confirm that their practice/game has been scheduled and that the information is correct. Teams are responsible to notify the schedulers and assigned referees of any change so that the scheduler can release available time slots to other requestors, and that the referees can adjust their schedules accordingly.
Goal Safety is Job One !
JLYSL has provided soccer goals for use on park, school and other fields throughout Oakland, Alameda and Piedmont. Therefore it is important that coaches, parents and players set a good example for use of these goals. This page describes the types of goals JLYSL has in use and provides instructions on how they should be set up and handled.
Some rules are applicable to all soccer goals:
- Do not allow children or others to climb, swing or hang on any soccer goal. That is not the use for which they are designed. A toppling or collapsing goal can be lethal to any children or adults under it or on it.
- Goals should be set-up with anchoring pins, weights or framing to minimize the risk of toppling or collapse.
PCCD Winter Fields Scheduling procedure

Moveable Permanent Goals
The moveable permanent goals JLYSL provides are made by Scoremaster of large diameter, white aluminum tubing selected for ease of movement and safety. These goals are to be left assembled at the field year around. These goals are framed with a permanently attached back bar which serves a substantial counter-weight to prevent toppling. The back bar also provides structural integrity.To minimize risk of injury to people, maximize the longevity of the goals and minimize the wear and tear on our fields we should:
- Prevent children and others from climbing on, hanging from or swinging on goals or nets,
- Move the goals away from their regular game position at the end of play, or during practice if the goal line striping is not critical to the drill,
- Move a goal, whenever possible, using four adult strength individuals, one liftingt at each corner in a coordinated manner, to carry it to the new position,
- Move a goal for short distances, when neccessary, with only two adult strength people, by raising the back bar just above the grass and sliding the goal straight backward only,
- One person should never move these goals alone, unless they are traine field coordinators or professional groundskeepers.
- Anticipate the needs of the groundskeeper and move the goal away from goal lines and touch lines the night before the field is mowed or re-striped.

Moveable Semi-Permanent Goals
The moveable semi-permanent goals JLYSL provides are made by Fold-a-Goal of two inch square steel tubing selected for durability. These goals are also equipped with back bars and bolted together to form a stable rigid structure. These goals are heavier than the aluminum goals and are more difficult to move. These goals use simple bolts and can be taken apart more easily than the moveable permanent goals. These goals are to be left standing only during soccer season on a mixed-use field. To protect children, goals and fields we must:
- Prevent misuse of the goals by anyone.
- Move the goals regularly for the maintenance of the field.
- Move these goals only when four or more strong adults are available to lift the goal (220 lbs) and carry it to the new location.

Other Goals
Goals that are not welded or bolted into a permanent or semi-permanent structure with an overhead crossbar and a back bar should be disassembled daily for secure storage when not in use.
Please, take good care of our fields and goals so that they can be enjoyed safely for years to come.
Notes on Lifting
To avoid risk of injury, great care should be taken to observe the following procedures at all times when lifting and carrying goals:
- Ensure that strong lifters are at each corner of the goal frame.
- The strongest lifters should be positioned to lift at the front corners.
- Lift slowly and in unison with all other lifters to avoid the goal toppling over.
- Lift with legs while keeping the back straight and erect during the lift.
- Lift the goal only from the end frame with hands under the surface that normally rests on the ground.
- Do not lift the back bar as doing so will shift too much weight toward the front corner lifters and possibly result in the goal toppling over.
Respect for Fields
We honor the game by showing respect for the Rules of the game, the Officials who help keep the game safe and orderly, the Opponents who keep the game a challenge, our own Team, including team mates, coaches and parents, and our Selves as players. We can also show respect to the Cities, Colleges and Schools that make the playing fields available to us, by treating the fields with respect and care. We pledge:
- To leave our pets at home.
- To pick up litter after games and practices (including tiny bits of paper and cellophane, orange peels, unclaimed water bottles, clothing and shoes).
- To use any available specially marked containers for recycling aluminum and plastic beverage containers.
- To empty water bottles on the grass but seal up other unfinished drinks for disposal.
- To carry away any refuse that won’t fit in the bins available at the field.
- To keep glass bottles off the fields.
- To remove rocks, sticks and other items that could trip a player or fan or that could damage field care equipment.
